1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE

4. CONSENT AGENDA
All items listed with an asterisk (*) will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event, the item will be removed from the general order of business and considered separately in its normal sequence on the agenda.
*5. APPROVAL OF MINUTES
Approval of the minutes of the Regular Meeting of the Council held on March 10, 2025 and Special Council Meeting held on March 26, 2025. (Enclosure) (Enclosure)
6. ADMINISTRATION AND FINANCE
A APPROVAL FOR PAYMENT OF CITY CLAIMS
Council may wish to approve payment of Prepaid and Unpaid City Claims. (Enclosure)
B APPROVE BONGARDS CONSENTING RESOLUTION
Council may wish to approve a resolution consenting to the issuance by Otter Tail County, of conduit revenue bonds on behalf of Bongards' Creameries for a project partially located in Perham. (Enclosure)
*C 2 AM LIQUOR LICENSE RENEWAL
Council may wish to consider approving the renewal of a 2:00 AM closing time for Pat Honer dba Sud's Tavern Inc. contingent upon all fees and legal requirements being met as required by the City and State of Minnesota's Liquor Control Board. (Enclosure)
*D SOLID WASTE COLLECTION/TRANSPORTATION LICENSE
Council may wish to approve the Solid Waste Collection and Transportation License for Steve's Sanitation of Perham, subject to receipt of applicable fees and required information by the City Office. (Enclosure)
*E ARBOR DAY PROCLAMATION
Council may wish to consider authorizing the Mayor to sign the Arbor Day Proclamation and declare May 3, 2025 as Arbor Day in Perham, Minnesota. (Enclosure)
*F MOTORCYCLE AWARENESS MONTH PROCLAIMATION
Council may wish to consider authorizing the Mayor to sign a proclamation and declaring May as Motorcycle Awareness Month. (Enclosure)
*G ACCEPT DONATION
Council may wish to accept a donation of $1,520.60 from the Perham Area Community Pickleball Fund for benches for the Pickleball Courts. (Enclosure)
*H ACCEPT DONATION
Council may wish to accept a donation of $781.59 from the Friends of the Perham Auditorium Fund for the auditorium digital stage box and supplies. (Enclosure)
*I ACCEPTANCE OF PERHAM AREA COMMUNITY CENTER'S FINANCIAL REPORTS
Council may wish to accept the PACC's Financial Reports. (Enclosure)
*J ACCEPTANCE OF THE CITY’S FINANCIAL REPORTS
Council may wish to accept the following reports: Cash Balance and Investment Summary, Budget Summary – Revenue and Expense, Enterprise Financials and the Utility Aging Report. (Enclosure)
7. HOUSING, PLANNING AND COMMUNITY DEVELOPMENT
A APPROVE CONDITIONAL USE PERMIT
Council may wish to approve a conditional use permit request from Prime Capital Holdings, LLC for the allowance of a lot size of 7500 sq ft. (Enclosure)
B APPROVE DEVELOPMENT AGREEMENT
Council may wish to approve a Development Agreement between the City of Perham and Dave and Denise Schornack for the Cherry Lane Development. (Enclosure)
8. PARKS, PUBLIC WORKS AND PUBLIC SAFETY
A CITY ENGINEER MONTHLY UPDATE
City Engineer will give an update on various projects.
B ACCEPT BIDS - CHERRY LANE
Council may wish to approve a resolution accepting the apparent low bid for Cherry Lane. (Enclosure)
*C APPROVE COMPACT TRACTOR PURCHASE
Council may wish to approve the purchase of a compact tractor for the Parks Department. (Enclosure)
*D APPROVE HOUSEHOLD HAZARDOUS WASTE AGREEMENT
Council may wish to approve a Household Hazardous Waste Mobile Collection Agreement with Otter Tail County Solid Waste to conduct HHW collection on July 10, 2025 at the Perham City Garage from 10:00 am to 2:00 pm. (Enclosure)
9. INFORMATION AND ANNOUNCEMENTS
A A Special Perham Area EMS Joint Powers Board meeting will be held on Tuesday, April 29 at 6:00 pm at the Perham Fire Hall meeting room
B The Committee of the Whole is scheduled for Wednesday, April 30 at 5:15 pm
C The next Regular Council Meeting is scheduled for Monday, May 12 @ 5:15 pm
