3.   APPROVAL OF AGENDA
Council Members and Staff may add items to the agenda which requires Council action.

4.  CONSENT AGENDA
All items listed with an asterisk (*) will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event, the item will be removed from the general order of business and considered separately in its normal sequence on the agenda.  

*5.  APPROVAL OF MINUTES
Approval of the minutes of the Regular Meeting of the Council held on August 10, 2026 and Special Council Meeting held on August 26, 2026. (Enclosure) (Enclosure)
       

6.   ADMINISTRATION AND FINANCE

 

A   APPROVAL FOR PAYMENT OF CITY CLAIMS
Council may wish to approve payment of Prepaid and Unpaid City Claims. (Enclosure)

B  APPROVE PURCHASE OF AC/HEATING UNITS
Council may wish to approve the purchase of two AC and two heating units for Perham Lakeside Golf Course. (Enclosure)

C   AUTHORIZE ADVERTISING FOR BIDS - GOLF COURSE MAINTENANCE SHED
Council may wish to authorize advertising for bids for the Golf Course maintenance shed. (Enclosure)

*D   ACCEPT DONATION
Council may wish to accept a donation of $21,500.00 from the Brian and Eve Mann Family Foundation for the Parks Department. (Enclosure)

*E   GAMBLING PERMIT
Council may wish to consider approving the Premise Permit Application and resolution to allow Turn in Poachers Ottertail Chapter to conduct gambling at Perham Lakeside Golf Club for an event to be held October 10, 2026. (Enclosure)

*F   APPROVE TEMPORARY LIQUOR LICENSES
Council may wish to approve temporary liquor licenses for Perham Rotary for events to be held on October 3, 2026 at The Center for the Arts and on Main Street. (Enclosure)

*G   ACCEPTANCE OF PERHAM AREA COMMUNITY CENTER'S FINANCIAL REPORTS
Council may wish to accept the PACC's Financial Reports. (Enclosure)

*H   ACCEPTANCE OF THE CITY’S FINANCIAL REPORTS 
Council may wish to accept the following reports: Cash Balance and Investment Summary, Budget Summary – Revenue and Expense, Enterprise Financials and the Utility Aging Report. (Enclosure)

7.   HOUSING, PLANNING, AND COMMUNITY DEVELOPMENT

A   APPROVE SHORT-TERM LAND LEASE
Council may wish to approve a short-term land lease for the future construction of the trailhead facility at Arvig Park. (Enclosure)

8.   PARKS, PUBLIC WORKS AND PUBLIC SAFETY

 

A   CITY ENGINEER MONTHLY UPDATE
City Engineer will give an update on various projects.

B   PRELIMINARY ENGINEERING REPORT FOR SECOND AVE NE
Council may wish to consider authorizing the preparation of a Preliminary Engineering Report for Second Ave NE. (Enclosure)

C   SPACE NEEDS ANALYSIS PRESENTATION
Council may wish to hear a space needs analysis presentation for the Emergency Services Building. (Enclosure)

9.   INFORMATION AND ANNOUNCEMENTS

A   A Special Council Meeting and Committee of the Whole are scheduled for Wednesday, September 30 @ 5:15 pm
B   The next regular Council Meeting is scheduled for Monday, October 12 @ 5:15 pm
