1.  CALL TO ORDER AND PLEDGE OF ALLEGIANCE



2.  CITIZENS CONCERNS
Council will recognize citizens who may have items for the Council. Citizens, please state your name and address for the record.



3.   APPROVAL OF AGENDA
Council Members and Staff may add items to the agenda which requires Council action.



4.  CONSENT AGENDA
All items listed with an asterisk (*) will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event, the item will be removed from the general order of business and considered separately in its normal sequence on the agenda.  



*5.  APPROVAL OF MINUTES
Approval of the minutes of the Regular Meeting of the Council held on June 9, 2025 and Special Council Meeting held on June 23, 2025. (Enclosure) (Enclosure)
       

 

6.   ADMINISTRATION AND FINANCE

 

A   APPROVAL FOR PAYMENT OF CITY CLAIMS
Council may wish to approve payment of Prepaid and Unpaid City Claims. (Enclosure)

 

*B   ANNUAL LIQUOR LICENSE RENEWAL/ON SALE AND SUNDAY LIQUOR
Council may wish to renew the Liquor License (including Sunday Liquor) for Pamela Honer dba Suds Tavern Inc., Brew LLC dba Brew Ale's and Eats, PBC, LLC dba Perham Lakeside Golf Club, Zorbaz of Little Pine Lake, Inc. OZVentures dba 1894 and Perham Hotel Group, LLC dba Grandstay Hotel & Suites contingent upon all fees and legal requirements being met as required by the City and State of Minnesota's Liquor Control Board. *C   FIRE DEPARTMENT
Council may wish to consider authorizing the use of alcohol at the Perham Emergency Services Building for August 20, 2025 in conjunction with the Fire Department summer picnic.

 

*D   ACCEPTANCE OF PERHAM AREA COMMUNITY CENTER'S FINANCIAL REPORTS
Council may wish to accept the PACC's Financial Reports. (Enclosure)

 

*E   ACCEPTANCE OF THE CITY’S FINANCIAL REPORTS 
Council may wish to accept the following reports: Cash Balance and Investment Summary, Budget Summary – Revenue and Expense, Enterprise Financials and the Utility Aging Report.(Enclosure)



7.   HOUSING, PLANNING AND COMMUNITY DEVELOPMENT

 

A   APPROVE CONDITIONAL USE PERMIT
Council may wish to approve a request from Tiffany Van Watermulen and Jennifer Bucholz for a Conditional Use Permit to permit a drive-thru at 300 W Main Street, Suite B, Perham. (Enclosure)

 

B   APPROVE VARIANCE
 
 Council may wish to approve a request from Timothy and Maggie Fresonke for a Variance to permit a 5-foot reduction of the side yard setbacks to allow for construction of an addition to the current residence at 458 6th St SW, Perham. (Enclosure)

 

C   APPROVE REZONING
Council may wish to approve a request to rezone Block 20 of Newcomb's 2nd Addition from Residential Four Family (R-4) to Residential Multi-Family (RM). (Enclosure)

 

8.  PARKS, PUBLIC WORKS AND PUBLIC SAFETY

 

A   CITY ENGINEER MONTHLY UPDATE
City Engineer will give an update on various projects.

 

B   NP PARK DESIGN CONCEPT
Council may wish to approve the design concept for NP Park. (Enclosure)

 

9.   INFORMATION AND ANNOUNCEMENTS

 

A   The Committee of the Whole is scheduled for Wednesday, July 30 @ 5:15 pm
B   The next regular Council Meeting is scheduled for Monday, August 11 @ 5:15 pm
