1.  CALL TO ORDER AND PLEDGE OF ALLEGIANCE



2.  CITIZENS CONCERNS
Council will recognize citizens who may have items for the Council. Citizens, please state your name and address for the record.

 

3.   APPROVAL OF AGENDA
Council Members and Staff may add items to the agenda which requires Council action.



4.  CONSENT AGENDA
All items listed with an asterisk (*) will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event, the item will be removed from the general order of business and considered separately in its normal sequence on the agenda.  



*5.  APPROVAL OF MINUTES
Approval of the minutes of the Regular Meeting of the Council held on February 9, 2026 and Special Council Meeting held on February 25, 2026. (Enclosure) (Enclosure)
       

 

6.   ADMINISTRATION AND FINANCE

 

A   APPROVAL FOR PAYMENT OF CITY CLAIMS
Council may wish to approve payment of Prepaid and Unpaid City Claims. (Enclosure)


*B   3.2 BEER LICENSE RENEWALS
Council may wish to approve the renewal of 3.2 Beer Licenses contingent upon the receipt of applicable fees and required information by the City Office. (Enclosure)

 

*C  WINE LICENSE RENEWAL
Council may wish to approve the renewal of a Wine On-Sale/Strong Beer License for Bad Bird Hospitality DBA Gathering Grounds contingent upon the receipt of applicable fees and required information by the City Office. (Enclosure)


*D   2025 BUDGET AMENDMENTS
Council may wish to amend the 2025 Budget due to the addition of approved projects during the 2025 budget year. (Enclosure)

 

*E   ACCEPT AUDITORIUM DONATION
Council may wish to accept a donation of $30,313.85 from West Central Initiative on behalf of the Perham Auditorium Fund for lighting and batteries for Auditorium sinks. (Enclosure)



*F   ACCEPTANCE OF PERHAM AREA COMMUNITY CENTER'S FINANCIAL REPORTS
Council may wish to accept the PACC's Financial Reports. (Enclosure)


*G   ACCEPTANCE OF THE CITY’S FINANCIAL REPORTS 
Council may wish to accept the following reports: Cash Balance and Investment Summary, Budget Summary – Revenue and Expense, Enterprise Financials and the Utility Aging Report. (Enclosure)



7.   PARKS, PUBLIC WORKS AND PUBLIC SAFETY

 

A   CITY ENGINEER MONTHLY UPDATE
City Engineer will give an update on various projects.



B   APPROVE APPLICATION FOR LEAD SERVICE LINE REPLACEMENT FUNDING
Council may wish to approve a resolution to authorize applying to the Minnesota Public Facilities Authority for funding from the Drinking Water Revolving Fund for a lead service line replacement project. (Enclosure)


C   APPROVE OUTDOOR RECREATION GRANT APPLICATION
Council may wish to approve a resolution authorizing the City of Perham act as legal sponsor and applicant for the Outdoor Recreation Grant. (Enclosure)


D   APPROVE VETERAN'S MEMORIAL EAGLE SCOUT PROJECT
Council may wish to approve locating Matthew Sazama's Veteran Memorial Eagle Scout Project in Boedigheimer Park. (Enclosure)


*E   APPROVE HOUSEHOLD HAZARDOUS WASTE AGREEMENT
Council may wish to approve a Household Hazardous Waste Mobile Collection Agreement with Otter Tail County Solid Waste to conduct HHW collection on July 9, 2026 at the Perham City Garage from 10:00 am to 2:00 pm. (Enclosure)

 

8.   INFORMATION AND ANNOUNCEMENTS

A   The Committee of the Whole is scheduled for Monday, March 30 at 5:15 pm
B   The Local Board of Review is scheduled for Tuesday, April 7 at 11:00 am; a Council quorum is required
C   The next regular Council Meeting is scheduled for Monday, April 13, 2026 @ 5:15 pm
