Council Members and Staff may add items to the agenda which requires Council action.



4.  CONSENT AGENDA
All items listed with an asterisk (*) will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event, the item will be removed from the general order of business and considered separately in its normal sequence on the agenda.  



*5.  APPROVAL OF MINUTES
Approval of the minutes of the Regular Meeting of the Council held on December 8, 2025. (Enclosure)
       

 

6.   ADMINISTRATION AND FINANCE

 

A   APPROVAL FOR PAYMENT OF CITY CLAIMS
Council may wish to approve payment of Prepaid and Unpaid City Claims. (Enclosure)


B   ORGANIZATIONAL RESOLUTION
Council may wish to approve the 2026 Organizational Resolution. (Enclosure)

 

*C   2025 AUDIT
Council may wish to authorize the Mayor and Finance Officer to sign the terms of engagement letter authorizing Brady Martz to provide audit services for the year ending December 31, 2025. (Enclosure)

  

*D   APPROVE REIMBURSEMENT RESOLUTION
Council may wish to an annual resolution to preserve the right to be reimbursed through tax-exempt bonding. (Enclosure)

 

*E   TAPROOM ON-SALE/BREWER/SMALL BREWER OFF-SALE/SUNDAY LICENSE RENEWAL
Council may wish to renew the Taproom On-Sale/Brewer/Small Brewer Off-Sale/Sunday Licenses for Goose Group, Inc. DBA Disgruntled Brewing which expires January 31, 2026 contingent upon all fees and legal requirements being met as required by the City and State of Minnesota's Liquor Control Board. (Enclosure)



*F   APPROVE TEMPORARY LIQUOR LICENSE
Council may wish to approve a temporary liquor license request from Birak Shrine Club for an event to be held on February 28, 2026 at the East Otter Tail County Fairgrounds. (Enclosure)


*G   MEMBERSHIP AGREEMENT/LAKES COUNTRY SERVICE COOPERATIVE
Council may wish to consider approving the renewal membership agreement for 2026 with Lakes Country Service Cooperative. (Enclosure)


*H   ACCEPT AUDITORIUM DONATION
Council may wish to accept a donation from West Central Initiative on behalf of the Friends of the Perham Auditorium Fund for $1,629.06 for cleaning supplies, electric winch, paint and painting for the Perham Auditorium. (Enclosure)


*I   ACCEPT AUDITORIUM DONATION
Council may wish to accept a donation from West Central Initiative on behalf of the Friends of the Perham Auditorium Fund for $463.00 for a backstage system with five headsets for the Perham Auditorium. (Enclosure)


*J   ACCEPT HOUSING STUDY DONATION
Council may wish to accept a donation of $5,000.00 from the West Central Initiative Donor Advised Fund through Otter Tail Power Company for the housing study. (Enclosure)



*K   ACCEPT DONATION
Council may wish to accept a donation from the Perham Area Youth Hockey Association for $80,000.00. (Enclosure)



*L   APPROVE 2026 GOLF COURSE RATES
Council may wish to approve 2026 Golf Course rates. (Enclosure)



*M   2026 BUDGET/PERHAM AREA COMMUNITY CENTER
Council may wish to consider approving the 2026 Budget for the Perham Area Community Center. (Enclosure)



*N   ACCEPTANCE OF PERHAM AREA COMMUNITY CENTER'S FINANCIAL REPORTS
Council may wish to accept the PACC's Financial Reports. (Enclosure)


*O   ACCEPTANCE OF THE CITY’S FINANCIAL REPORTS 
Council may wish to accept the following reports: Cash Balance and Investment Summary, Budget Summary – Revenue and Expense, Enterprise Financials and the Utility Aging Report. (Enclosure)

7.   LIBRARY

*A   LIBRARY BOARD
On the recommendation of the Library Board, the Council may wish to approve the appointment of Linda Layman and Tom Tomporowski to another three (3) Year term. (Enclosure)



8.   PARKS, PUBLIC WORKS AND PUBLIC SAFETY

 

A   CITY ENGINEER MONTHLY UPDATE
City Engineer will give an update on various projects.



*B   APPROVE LAWN TRACTOR PURCHASE
Council may wish to approve the purchase of a new lawn tractor for the Parks Department. (Enclosure)



*C   APPROVE STREET SWEEPER PURCHASE
Council may wish to approve the purchase of a new street sweeper. (Enclosure)

 

9.   INFORMATION AND ANNOUNCEMENTS

A   An EMS Joint Powers Board Meeting will be held Monday, January 12 at 6:00 pm at the Perham Fire Department Meeting Room
B   The City Offices will be closed on Monday, January 19 for Martin Luther King Jr. Day
C   The Perham Rural Fire Association Annual Meeting is scheduled for Wednesday, January 21 at the Perham Fire Hall. A meal will be served at 6:30 pm; the meeting will follow at 7:00 pm
D   The Committee of the Whole is scheduled for Wednesday, January 28 at 5:15 pm
E   The next regular Council Meeting is scheduled for Monday, February 9, 2026 @ 5:15 pm
F   The Elected Leaders Institute is scheduled for February 20-21 in Alexandria
