1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE

3. APPROVAL OF AGENDA
Council Members and Staff may add items to the agenda which requires Council action.
4. CONSENT AGENDA
All items listed with an asterisk (*) will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event, the item will be removed from the general order of business and considered separately in its normal sequence on the agenda.
*5. APPROVAL OF MINUTES
Approval of the minutes of the Regular Meeting of the Council held on June 8, 2026. (Enclosure)
6. ADMINISTRATION AND FINANCE
A APPROVAL FOR PAYMENT OF CITY CLAIMS
Council may wish to approve payment of Prepaid and Unpaid City Claims. (Enclosure)
B APPROVAL FOR OTTER EXPRESS LOCAL SHARE
Council may wish to approve a resolution to provide a local share amount of $20,000.00 for the calendar year of 2027. (Enclosure)
C APPROVE SEPTIC LEASE AGREEMENT
Council may wish to approve a lease between the City of Perham and Mann Family Trust, Brian Mann to use property for a septic and drain field. (Enclosure)
*D ANNUAL LIQUOR LICENSE RENEW/ON SALE AND SUNDAY LIQUOR
Council may wish to renew the Liquor License (including Sunday Liquor) for Brew LLC, d.b.a. Brew Ale's and Eats, PBC, LLC d.b.a. Perham Lakeside Golf Club, Zorbaz of Little Pine Lake Inc., OZVentures, LLC d.b.a. 1894, and Perham Hotel Group, LLC d.b.a. Grandstay Hotel & Suites contingent upon all fees and legal requirements being met as required by the City and State of Minnesota's Liquor Control Board. (Enclosure)
*E APPROVE TEMPORARY LIQUOR LICENSE
Council may wish to approve a temporary liquor license request by Pine to Prairie Antique Tractor and Gas Engine Association for an event to be held on August 15 and 16, 2026. (Enclosure)
*F APPOINTING ELECTION JUDGES
Council may wish to consider approving a resolution appointing Election Judges for the 2026 Primary and General Elections. (Enclosure)
*G ACCEPT DONATION
Council may wish to accept a donation of $200.00 from the Perham Sportsman's Club for the Perham EMS. (Enclosure)
*H ACCEPT DONATION
Council may wish to accept a donation of $117,558.00 from the Perham Auditorium Fund (West Central Initiative) for the Auditorium piano, lights, and curtains. (Enclosure)
*I APPROVE PURCHASING POLICY
Council may wish to approve an updated purchasing policy to align better with actual practices and State Statute. (Enclosure)
*J ACCEPTANCE OF PERHAM AREA COMMUNITY CENTER'S FINANCIAL REPORTS
Council may wish to accept the PACC's Financial Reports. (Enclosure)
*K ACCEPTANCE OF THE CITY’S FINANCIAL REPORTS
Council may wish to accept the following reports: Cash Balance and Investment Summary, Budget Summary – Revenue and Expense, Enterprise Financials and the Utility Aging Report. (Enclosure)
7. FIRE DEPARTMENT
*A FIRE DEPARTMENT PICNIC
Council may wish to consider authorizing the use of alcohol at the Perham Emergency Services Building for August 19, 2026 in conjunction with the Fire Department summer picnic.
8. HOUSING, PLANNING, AND COMMUNITY DEVELOPMENT
A APPROVE DEVELOPMENT AGREEMENT
Council may wish to approve a Development Agreement between the City of Perham and Good Guy Group, LLC. (Enclosure)
9. PARKS, PUBLIC WORKS AND PUBLIC SAFETY
A CITY ENGINEER MONTHLY UPDATE
City Engineer will give an update on various projects.
B APPROVE CHERRY LANE CHANGE ORDER
Council may wish to approve a change order for the Cherry Lane project. (Enclosure Pending)
C AUTHORIZE ADVERTISING FOR BIDS - LEAD SERVICE LINE REPLACEMENT PROJECT
Council may wish to authorize the advertising for bids for the Lead Service Line Replacement Project. (Enclosure)
10. INFORMATION AND ANNOUNCEMENTS
A The Candidate Filing Period for the General Election begins Tuesday, July 14 and closes Tuesday, July 28.
B The Committee of the Whole is scheduled for Wednesday, July 29 at 5:15 pm
C The next regular Council Meeting is scheduled for Monday, August 10 @ 5:15 pm
D The Primary Election is scheduled for Tuesday, August 11. Polls are open from 7:00 am- 8:00 pm
