1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE

3. APPROVAL OF AGENDA
Council Members and Staff may add items to the agenda which requires Council action.
4. CONSENT AGENDA
All items listed with an asterisk (*) will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event, the item will be removed from the general order of business and considered separately in its normal sequence on the agenda.
*5. APPROVAL OF MINUTES
Approval of the minutes of the Regular Meeting of the Council held on October 13, 2025 and Special Council Meeting held on October 29, 2025. (Enclosure) (Enclosure)
6. ADMINISTRATION AND FINANCE
A APPROVAL FOR PAYMENT OF CITY CLAIMS
Council may wish to approve payment of Prepaid and Unpaid City Claims. (Enclosure)
B APPROVE AUDITORIUM MANAGEMENT AGREEMENT
Council may wish to approve an Auditorium Management Agreement between the City of Perham and the Friends of the Perham Auditorium. (Enclosure)
*C LIABILITY COVERAGE
Council may wish to accept liability coverage limits of $1,500,000 from the League of Minnesota Cities Insurance Trust for 2026 and will not waive the statutory tort limits. (Enclosure)
*D APPROVAL OF VARIOUS ASSESSMENTS
Council may wish to consider authorizing various assessments be forwarded to Otter Tail County. (Enclosure)
*E ACCEPTANCE OF PERHAM AREA COMMUNITY CENTER'S FINANCIAL REPORTS
Council may wish to accept the PACC's Financial Reports. (Enclosure)
*F ACCEPTANCE OF THE CITY’S FINANCIAL REPORTS
Council may wish to accept the following reports: Cash Balance and Investment Summary, Budget Summary – Revenue and Expense, Enterprise Financials and the Utility Aging Report.(Enclosure)
7. HOUSING, PLANNING, AND COMMUNITY DEVELOPMENT
A APPROVE ALLEY VACATION
Council may wish to approve an alley vacation request from Blue Spruce Properties, LLC. (Enclosure)
B APPROVE ANNEXATION
Council may wish to approve an annexation request from Frank and Paige Peeters. (Enclosure)
8. PARKS, PUBLIC WORKS AND PUBLIC SAFETY
A CITY ENGINEER MONTHLY UPDATE
City Engineer will give an update on various projects.
B APPROVE LRIP APPLICATION
Council may wish to approve a resolution in support of applying for Local Road Improvement Program funding. (Enclosure)
9. INFORMATION AND ANNOUNCEMENTS
A The City Offices will be closed on Tuesday, November 11 in observance of Veteran's Day
B The Committee of the Whole is scheduled for Monday, November 24 @ 5:15 pm
C The City Office will be closed on Thursday, November 27 and Friday, November 28 for Thanksgiving
D The Parade of Lights is scheduled for Friday, November 28 at 5:30 pm
E The next regular Council Meeting is scheduled for Monday, December 8 @ 5:15 pm
