1.  CALL TO ORDER AND PLEDGE OF ALLEGIANCE



2.  CITIZENS CONCERNS
Council will recognize citizens who may have items for the Council. Citizens, please state your name and address for the record.

 

3.   APPROVAL OF AGENDA
Council Members and Staff may add items to the agenda which requires Council action.



4.  CONSENT AGENDA
All items listed with an asterisk (*) will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event, the item will be removed from the general order of business and considered separately in its normal sequence on the agenda.  



*5.  APPROVAL OF MINUTES
Approval of the minutes of the Regular Meeting of the Council held on March 9, 2026 and Special Council Meeting held on March 30, 2026. (Enclosure) (Enclosure)
       

 

6.   ADMINISTRATION AND FINANCE

 

A   APPROVAL FOR PAYMENT OF CITY CLAIMS
Council may wish to approve payment of Prepaid and Unpaid City Claims. (Enclosure)


 EMS JOINT POWERS AGREEMENT
Council may wish to approve the March 23, 2026 amendment to the EMS Joint Powers Agreement. (Enclosure)

 

C  APPROVE LEASE AGREEMENT RENEWAL
Council may wish to approve the renewal of a lease agreement with Jennie-O Turkey Store, Inc. (Enclosure)


*D   DECLARE COMMUNITY EVENT
Council may wish to declare the April 17, 2026 Friends of the Auditorium Benefit Concert, "Lakes Area All Stars," a Community Event in accordance with MN Statute 340A.404 for the purpose of serving alcohol.

 

*E   2AM LIQUOR LICENSE RENEWAL
Council may wish to consider approving the renewal of a 2:00 AM closing time for Pat Honer dba Sud's Tavern Inc. contingent upon all fees and legal requirements being met as required by the City and State of Minnesota's Liquor Control Board. (Enclosure)



*F   SOLID WASTE COLLECTION/TRANSPORTATION LICENSE
Council may wish to approve the Solid Waste Collection and Transportation License for Steve's Sanitation of Perham, subject to receipt of applicable fees and required information by the City Office. (Enclosure)


*G   ARBOR DAY PROCLAMATION
Council may wish to consider authorizing the Mayor to sign the Arbor Day Proclamation and declare May 2, 2026 as Arbor Day in Perham, Minnesota. (Enclosure)


*H   GAMBLING PERMIT
Council may wish to consider approving the Premise Permit Application and resolution to allow Turn in Poachers to conduct gambling at the East Otter Tail County Fairgrounds for a raffle to be held July 24, 2026-July 26, 2026. (Enclosure)


*I   ACCEPT DONATION
Council may wish to accept two donations of $500.00 each from Full Arena Promotions for the Perham Fire Department. (Enclosure)


*J   ACCEPT DONATION
Council may wish to accept a donation of $938.46 from the Friends of the Perham Auditorium Fund for painting the doors, trim boards, and lower walls of the Perham Auditorium. (Enclosure)


*K   ACCEPTANCE OF PERHAM AREA COMMUNITY CENTER'S FINANCIAL REPORTS
Council may wish to accept the PACC's Financial Reports. (Enclosure)


*L   ACCEPTANCE OF THE CITY’S FINANCIAL REPORTS 
Council may wish to accept the following reports: Cash Balance and Investment Summary, Budget Summary – Revenue and Expense, Enterprise Financials and the Utility Aging Report. (Enclosure)



7.   PARKS, PUBLIC WORKS AND PUBLIC SAFETY

 

A   CITY ENGINEER MONTHLY UPDATE
City Engineer will give an update on various projects.



B   APPROVE UTILITY EXTENSION
Council may wish to approve a utility extension in Arvig Park. (Enclosure)


C   APPROVE SPACE NEEDS ANALYSIS PROPOSAL
Council may wish to approve a Space Needs Analysis proposal for the Emergency Services Building. (Enclosure)


D   APPROVE NATURAL GAS PRESSURE TRANSMITTER PURCHASE
Council may wish to approve the purchase of a solar power natural gas pressure transmitter. (Enclosure)

 

8.   INFORMATION AND ANNOUNCEMENTS

A   The Committee of the Whole is scheduled for Monday, April 27 at 5:15 pm
B   The next regular Council Meeting is scheduled for Monday, May 11, 2026 @ 5:15 pm
