Approval of the minutes of the Regular Meeting of the Council held on April 8, 2024 and Special Council Meeting held on April 24, 2024. (Enclosure) (Enclosure) 
       

 

6.   ADMINISTRATION AND FINANCE

 

A   APPROVAL FOR PAYMENT OF CITY CLAIMS
Council may wish to approve payment of Prepaid and Unpaid City Claims. (Enclosure)

 

B   BOND PRE-SALE REVIEW
Council may wish to review the Pre-Sale Report for the $4,410,000 General Obligation Bonds, Series 2024A to finance the Main Street Reconstruction Project. (Enclosure)

     a.  Council may wish to authorize Ehlers to assist the City with the sale of the General Obligation Bonds, Series 2024A. (Enclosure)

 

C   2023 AUDIT
Council may wish to hear a presentation of the 2023 Audit by Tracee Bruggeman of Brady Martz. 

     a.  Council may wish to consider accepting the 2023 Audit as presented by Brady Martz. (Enclosure)

 

 

*D   APPROVE LEASE AGREEMENT
Council may wish to approve a lease agreement with Tailwind Rentals LLC. (Enclosure)

 

*E  ACCEPTANCE OF PERHAM AREA COMMUNITY CENTER'S FINANCIAL REPORTS
Council may wish to accept PACC's Financial Reports. (Enclosure)

 

*F   ACCEPTANCE OF THE CITY’S FINANCIAL REPORTS 
Council may wish to accept the following reports: Cash Balance and Investment Summary, Budget Summary – Revenue and Expense, Enterprise Financials and the Utility Aging Report. (Enclosure)



7.   FIRE DEPARTMENT



A   APPROVE INCREASE TO FIRE RELIEF PENSION AMOUNT
Council may wish to approve an increase to the Fire Relief Pension amount. (Enclosure)

 

 

8.   HOUSING, PLANNING, AND COMMUNITY DEVELOPMENT



A   APPROVE OPPORTUNITY GRANT
Council may wish to approve an Opportunity Grant Agreement for the Main Street Reconstruction Project for $100,000.00. (Enclosure)



9.   PARKS, PUBLIC WORKS AND PUBLIC SAFETY

 

A   CITY ENGINEER MONTHLY UPDATE
City Engineer will give an update on various projects.



B   APPROVE BRAUN INTERTEC PROPOSAL
Council may wish to consider approving a proposal from Braun Intertec to provide construction materials testing services for the Main Street Reconstruction Project. (Enclosure)

 

C   2024 SEAL COAT PROJECT
Council may wish to consider accepting the apparent low quote for the 2024 Seal Coat Project. (Enclosure)

 

10.   INFORMATION AND ANNOUNCEMENTS

 

A   Spring Clean-Up Day is scheduled for Saturday, May 18
B   The City Offices will be closed on Monday, May 27 for Memorial Day
C   The Committee of the Whole is scheduled for Wednesday, May 29 at 5:15
D   The next Regular Council Meeting is scheduled for Monday, June 10 at 5:15
E    The Household Hazardous Waste Day is scheduled for Thursday, July 11 from 10:00 - 2:00 at the Public Works Garage
