City Administration

There are four types of cities in Minnesota: standard plan statutory cities, Plan A statutory cities, Plan B statutory cities and home rule charter cities. The City of Perham is a Plan B statutory city which consists of an elected Mayor and four elected Council members. The City Council retains its legislative power but appoints a City Manager who is responsible for overseeing city staff and making hiring decisions. The City Manager answers to the City Council, much in the same way as a Chief Executive Officer (CEO) answers to a Board of Directors.
